Mission. To empower local communities to design immediate and effective SAFE G solutions that implement optical fiber wired to the home and office. Local taxpayers and ratepayers are entitled to this alternative to wireless, because they have already paid for it. Please see: Irregulators v. FCC.

5G/AI/Internet of Things Juggernaut presents an imminent threat. The harms to our community’s physical and mental health, the local environment, violations of citizen’s rights to due process, property, and personal privacy are foreseeable and preventable. The threat is especially dangerous to our children, elderly people, those with special sensitivities, disabled persons with chronic illnesses, caregivers, and our economically disadvantaged and minority communities that have no escape in their homes or workplaces.

Remedy: Community Empowerment: An effective remedy begins with widespread education and training in a proven system of wise leadership, community organization, team building, and negotiation. With this purpose we have created a 5G Dojo to support local communities around the world that are facing similar challenges. The key is to share negotiation successes and practical experience, so these lessons can be immediately deployed within the network. Halting the Assault by 80,000+ 5G/6G+ Satellites

EPIC STORY: Humankind stands at a precipice from which there will be no return: A Great 21st Century Space Rush is now underway by commercial enterprises and the military, fomented and enabled in the U.S. by the FCC and other U.S. government agencies to grab, deploy, transform, and own the Heavens for private gain, defense, and weaponization. Over the next 10 years 80,000+ non-stationary low orbit satellites will be launched and seamlessly integrated in terrestrial 4G/5G/6G+ industrial and military networks (“Space Fence”). Scores of new satellites are being launched every week from the U.S. and other countries.

Since the beginnings of our time on earth we humans, and perhaps other species, have revered the skies. The Heavens are the spiritual wellspring of many cultures. This accelerating human-caused catastrophe will substantially compound the existing biological and environmental harms of 4G/5G/6G non-ionizing electromagnetic (RF and embedded ELF (extremely low frequencies), enable remote manipulation of biological systems, further erode personal privacy, expand government surveillance, present new risks of satellite collisions, interfere with meteorological prediction and astronomical research, litter the skies with satellite debris, and endanger national and global security.

The Heavens must belong to no one. Quite the opposite, numerous international treaties, conventions, and other legally enforceable commitments affirm they are held in Public Trust for all of humanity and the living world. Nations and people everywhere are the fiduciaries of this Public Trust. They possess the legal means and the power to ensure that the exploration of this new frontier, the Heavens, if it must proceed, is approached with humility and wisdom.

Restoring Balance to the Satellite Program

Mission: To require the FCC and other federal agencies to follow established principles and procedures that are well-recognized by international treaty, the U.S. Constitution, federal statutes, state laws and local ordinances–—now even more relevant and critical during a national corona emergency—  to carefully assess all risks, costs, and viable alternatives before permitting the implementation of a blanket license of 1 million earth stations and accelerating the launch of 50,000-100,000 satellites.

Safeguard National Security—To compel a careful re-examination of the national security risks of over-reliance on a 5G/wireless infrastructure when a viable, safer, more secure, energy efficient, job generating, and vastly less expensive alternative– optical fiber wired infrastructure— is readily available and has already been paid for by taxpayers and ratepayers.

  • Amicus Brief on behalf of the Building Biology Institute in Children’s Health Defense and Environmental Health Trust v. FCC (June 2020)
  • Opposition to SpaceX request to launch 30,000 new satellites (July 2020)
  • Petition for Rulemaking to the FCC to require full and complete compliance with NEPA and other federal statutes, and the adoption and expedited implementation of specific protective rules in consultation with other government agencies. (July/August 2020)
  • Petition for Rulemaking to the FDA to develop safe health standards and science-based rules for RFR public and occupational exposure in collaboration with the FCC (July/August 2020)

The Healthy Heavens Trust Initiative is building an International Brain Trust of legal and other experts to assist the FCC and other U.S. federal agencies in formulating a wise, balanced, and protective framework  for the launch and deployment of low orbit non-geostationary satellites.

  • Julian Gresser, Of Counsel, Swankin & Turner/Co-Founder The BALANCE GROUP Julian Gresser is an international and environmental attorney, professional negotiator, inventor, and recognized expert on East Asia. He is currently Of Counsel with the Washington law firm of Swankin & Turner and a co-founder of the BALANCE GROUP, a Washington based legal/consulting/technology group dedicated to helping all sides in the 5G/AI/IoT/Satellite controversy discover a path that is safe, secure, environmentally conscious, and protective of national security. Mr. Gresser has developed an innovative MCLE course, The Art of Human-centered Lawyering that addresses the dilemma attorneys face in balancing personal integrity and happiness with the stresses and practical necessities of legal practice. Julian Gresser is also CEO of Big Heart Technologies, Inc. a humanitarian Benefit Corporation founded to provide tools and resources to empower collaborative innovation and negotiation training. As a negotiator his most dramatic success involved helping a San Francisco-based trading company transform its $8 million after-tax branch into a $1 billion Japanese company in seven years. He has served as legal advisor to numerous U.S., Japanese, and European companies on a wide array of business issues, including joint ventures, limited (venture capital) partnerships, technology licensing, export controls and customs fraud, antitrust, and intellectual property protection, particularly patent infringement disputes. Julian Gresser has been twice Visiting Mitsubishi Professor of Japanese law at the Harvard Law School and a visiting professor at MIT, Doshisha University (Kyoto) and the Beijing University. He has been a senior consultant to the U.S. State Department, The World Bank, The Prime Minister’s Office of Japan, The People’s Republic of China, and the European Commission (where he trained the Commission’s Japanese negotiating teams), and a legal adviser to hundreds of international companies (Further information)
  • Jim Turner Jim Turner is a principal in Swankin & Turner, Wash DC, represents businesses as well as individuals and consumer groups in a wide variety of regulatory matters concerning food, drug, health, environmental and product-safety matters. He has appeared before every major consumer regulatory agency, including the Food and Drug Administration, Environmental Protection Agency, Consumer Product Safety Commission and Federal Trade Commission, as well as the Department of Agriculture and the National Institutes of Health. Mr. Turner has served as special counsel to the Senate Select Committee on Food, Nutrition, and Health and to the Senate Government Operations Subcommittee on Government Research. He has also been a policy consultant to major corporations in the food, pharmaceutical and telecommunications industries, including such companies as Kraft Foods, The Quaker Oats Company, Hoffmann-LaRoche and AT&T. Mr. Turner was the lead attorney on a successful petition to the FDA to reclassify acupuncture needles from Class III to Class II medical devices, permitting their legal importation and distribution. He is a graduate of The Ohio State University School of Law.
  • Joseph M. Sandri,  Founder & CEO Thought Delivery Systems, Inc. Joseph M. Sandri is Founder and CEO of Thought Delivery Systems, Inc. Prior to that, he helped form New FiberTower in 2014, as an officer and co-president, whose 5G spectrum and network was sold to AT&T on February 8, 2018. He is a long-time member of a number of environmental groups and has supported and participated in the purchase and permanent protection of old-growth land. Mr. Sandri has served as an officer at a number of broadband technology companies. Prior to that, he was a telecommunications attorney with Keller & Heckman, LLP, where he represented Fortune 100 oil companies, along with gas and electric utilities and telecommunications manufacturers. Mr. Sandri served as a U.S. Government delegate to the International Telecommunications Union (ITU), most recently in U.S. negotiations in Geneva in May 2016. Mr. Sandri is a member of the Institute of Electrical and Electronics Engineers (IEEE) and its Microwave Theory and Techniques Society (MTTS), and the United States Supreme Court Bar. He is on the board of and Vice President of the National Spectrum Managers Association (NSMA), past president of the U.S. Coast Guard Academy’s Chesapeake & Potomac Chapter Parents Association (2015-2017), and serves on various boards and start-ups. Prior to law school, Mr. Sandri was a television sports anchor for CBS affiliate WRBL. He is an avid hiker, bicyclist, and runner.
  • Ray Broomhall Ray Broomhall specializes in extremely complex matters and has repute for his lateral thinking and for finding solutions outside of the square. He revels in working on matters that have been placed in the ‘too hard basket’ by other legal practitioners. He is in high demand throughout the world for his work on electromagnetic radiation issues and is considered to be one of the leading advocates in this field. He has an extensive law library and a large collection of early colonial law which assists him greatly in widening his knowledge of the Common Law. Ray has appeared in the High Court including all Commonwealth Courts inclusive of the Full Federal Court and the Family Court. He has appeared in all Tasmanian Courts and various South Australian, New South Wales and Queensland Courts and has provided advice in all jurisdictions.  He practices predominately in constitutional law, appellate law, corporate law, contract law, criminal law, succession law, common law, human rights and ant-discrimination law, and electromagnetic radiation law. More
  • Ben Levi Ben Levi was educated as an engineer, and has a 35 year computer consulting career specializing in the Apple platform, including hardware, software, training, systems design and Filemaker Pro database development. He is also a specialist in online conferencing platforms including Zoom and Maestro. In addition to his hardware and software expertise, Ben has decades of “wetware” experience, living in intentional communities, assisting with organizational and community facilitation, Bohemian Dialogue, and Spiral Dynamics integral, which he taught for ten years with the founder, Dr. Don Beck. Ben combines all of his expertise in assisting with many online and face-to-face conferences focusing on the healthy evolution of human consciousness and solving the many problems of existence our civilization is facing. He lives in the foothills of Boulder, CO in a solar home he designed and contracted, where he also has a small USDA certified organic farm that he runs with his partner of 17 years, growing medicinal herbs and other products. He is also a New Zealand resident, spending up to a third of the year there.
